
On December 8, 2025, Immigration, Refugees and Citizenship Canada (IRCC) announced a new immigration initiative aimed at helping internationally-trained physicians already working in Canada transition to permanent residency.
Under the new program — dubbed the “Physicians with Canadian Work Experience” Express Entry stream — doctors who have completed at least 12 months of full-time (or equivalent part-time) work in eligible medical occupations within Canada during the last three years can apply.
In addition to the new Express Entry category, the federal government has set aside 5,000 extra permanent-residence admission slots for provinces and territories to nominate licensed doctors who hold valid job offers. These slots are over and above the regular allocations under provincial nominee programs.
For those nominated under this scheme, IRCC will provide expedited processing of work permits — aiming to grant permits within 14 days — enabling physicians to work while awaiting final permanent-residence approval.
