
The Kerala High Court has issued an interim order stating that physiotherapists and occupational therapists cannot use the prefix “Dr.” unless they hold a recognised medical degree. The directive came in response to a petition by the Indian Association of Physical Medicine and Rehabilitation (IAPMR), which argued that using the title could mislead patients into believing that physiotherapists are medical doctors.
The court observed that the issue involves a conflict between the Indian Medical Degrees Act, 1916, and a new curriculum framework that had permitted the “Dr.” prefix for physiotherapists and occupational therapists. The judges pointed out that such use could blur professional boundaries within the healthcare system.
The Ministry of Health and Family Welfare had earlier issued a notification in September 2025 removing the “Dr.” prefix for physiotherapists but withdrew it the next day. Despite that, the court maintained that the matter required close scrutiny and ordered authorities to ensure compliance with the rule until further orders.
The case will be heard again on December 1, 2025. The court’s decision is seen as a move to maintain clarity about professional qualifications and protect patients from confusion over healthcare roles.
