A committee of doctors and health workers in Haryana, led by Dr Rajesh Khyalia of the Haryana Civil Medical Services Association (HCMSA), has decided to send memos to all state MLAs and MPs. They want these legislators to raise their voice in the state assembly against the government’s new geo-fencing attendance system, which they call “illegal” and unfair.
The opposition arises because the system requires health staff to install a mobile application on their personal phones, allowing real-time location tracking by the government. Dr Khyalia and HCMSA general secretary Dr Anil Yadav say this violates the fundamental right to privacy under the Supreme Court’s 2017 Puttaswamy judgment and poses cybersecurity risks, including possible misuse of sensitive data.
The healthcare community has already staged protests by wearing black badges and observing brief work boycotts. They have warned that if the geo-fencing rule is not withdrawn, they will launch a 24-hour hunger strike on August 28 at all civil surgeon offices and district hospitals in the state, followed by more protests if needed.
